President of Finance, Construction Planning & Management provides
enterprise-level leadership and strategic direction for all
construction activities, including network expansion, network
evolution, and capital planning and governance. This role is
accountable for developing and executing the long-term construction
and engineering strategy to support growth and network performance
while achieving financial objectives. The VP leads a
high-performing organization of senior finance and construction
leaders and ensures alignment across HQ and Regional Finance,
Engineering, Operations, and third-party business partners. This
leader drives disciplined capital allocation, IRR performance, and
investment optimization while overseeing the successful delivery of
complex, multi-year infrastructure programs. Serving as the senior
construction authority, the VP advises executive leadership on
network expansion strategy, investment prioritization across
expansion and evolution initiatives, capital deployment, and
operational readiness. This role also manages the flow of
information between key stakeholders and senior leadership,
delivering performance analysis, progress reporting, and
executive-level insights. The VP leads special projects—including
financial modeling and strategic analysis—to support informed
resource allocation and long-term organizational growth and
profitability. The successful candidate will have demonstrated
capital planning experience directly related to construction and
engineering operations. This role requires that the incumbent be
based out of the corporate office located in Philadelphia, PA. Job
Description CORE RESPONSIBILITIES 1. Enterprise Strategy, Capital
Governance & Program Oversight • Develop and execute the long-term
construction and engineering strategy aligned with enterprise
growth, competitive positioning, and network modernization
objectives. • Lead construction capital allocation strategy,
investment prioritization, and governance to maximize IRR,
profitability, and revenue growth. • Manage and optimize the funnel
of expansion and new business opportunities to ensure disciplined
capital deployment and strategic alignment. • Provide executive
oversight of large-scale network expansion, infrastructure
upgrades, and multi-year capital initiatives. • Establish
enterprise standards for construction management, capital planning,
execution discipline, and performance measurement. 2. Financial
Stewardship & Investment Optimization • Oversee development,
governance, and performance management of construction capital
budgets. • Evaluate and approve business cases for expansion and
strategic builds, incorporating robust financial modeling and
long-term impact analysis. • Ensure forecasting accuracy, cost
controls, capital transparency, and executive-level reporting. •
Oversee compliance and reporting requirements associated with
federal and state subsidy programs. 3. Cross-Functional Enterprise
Leadership • Partner with Regional Operations, Engineering,
Finance, Business Development, and Government Affairs to align on
expansion and evolution strategies with operational, regulatory,
and growth objectives. • Serve as senior advisor to executive
leadership on network expansion strategy, capital deployment, and
operational readiness. • Deliver executive-level insights on
network performance, capital utilization, and program progress to
Cable and Corporate leadership. 4. Organizational & Talent
Leadership • Build, lead, and develop a high-performing, diverse
construction management organization, including senior finance
leaders. • Foster a culture of accountability, financial
discipline, innovation, and operational excellence. • Establish
standards for talent development, succession planning, and
performance management. • Lead transformation initiatives and drive
continuous organizational improvement. QUALIFICATIONS • Bachelor’s
degree in finance, Accounting, Economics, Business, or related
quantitative discipline; MBA and/or CPA preferred. • 15 years of
demonstrated progressive finance leadership experience, including
oversight of large, cross-functional teams. • Proven ability to
scale teams, develop talent, and build high-performing finance
functions. • Executive presence with the ability to influence
senior stakeholders and cross-functional leaders. • Experience
partnering with executive leadership to influence enterprise-level
strategy and capital allocation decisions. • Ability to balance
near-term operational deliverables under tight deadlines with
long-term strategic priorities. • Strong track record of driving
accountability, process improvement, and disciplined financial
management. • Exceptional analytical and financial modeling skills
with the ability to translate complex data into actionable
insights. • Strong business acumen with the ability to connect
financial results to operational drivers. • Excellent written and
verbal communication skills, with the ability to simplify complex
financial information for executive and non-financial audiences. •
Strong attention to detail with a commitment to accuracy and
